I propose a new rule:
“Plots in the Redlight District are handed out by the Chief for specific builds which fit the theme of the district.”

This rule is an effort to fullfill my campaign promise of creating the Redlight District which are 6 plots created to fit a certain theme. Shops in the area would have to fit in.
